Emergency Manager Coordinator
James Yates is currently an Emergency Management Coordinator for Thurston County, Washington where he is responsible for emergency operations and continuity plans. Mr. Yates has been involved in Emergency Management for over15 years, at the local, state, and federal government level. He served in the U.S. Army for 20 years and was part of the Defense Coordinating Element (DCE) for FEMA Region III. After retiring from the military, he worked as a Homeland Security Training and Exercise Coordinator for Washington State Homeland Security Region 3, providing emergency management training and exercise support to five counties, five cities, and six tribes. After that, he spent 10 years as the State Training Program Manager with the Washington Emergency Management Division. He was responsible for managing the Emergency Management State Training Program and served as the Washington Military Department’s training point-of-contact for FEMA, DHS Office of Grants and Training, and other Washington State agencies and local governments involved with state emergency management and homeland security training. He has been with Thurston County, Washington for three years.
Mr. Yates has served in local and state Emergency Operations Centers for numerous exercises and incidents, to include the State Route 530 Mudslide near Oso and the historic WA 2014 and 2015 Fires.
Mr. Yates holds a Masters of Business Administration degree from City University, a Bachelor of Arts degree in Business Management from Saint Leo University, and is a graduate of the Emergency Management Professional Program Advanced Academy
