Sylvain Fabi (BBA, Bishop’s University) worked in sales and marketing for pharmaceutical multinationals before joining a consulting firm specialized in small and medium-sized enterprises. He joined the Trade Commissioner Service of External Affairs and International Trade Canada in 1992, where he acted as desk officer for Scandinavia and then Russia in the Europe Branch at headquarters. He then worked as a trade commissioner at the Canadian embassy in Moscow from 1995 to 1998. Upon returning to Ottawa, he worked for a year as a trade policy officer in the Market Access Division at Foreign Affairs and International Trade Canada (DFAIT), working mainly on World Trade Organization issues. Mr. Fabi served as deputy director of the Trade Commissioner Service Overseas Operations Division at DFAIT headquarters until the summer of 2001 and was senior trade commissioner and counsellor at the Canadian embassy in Havana from 2001 to 2004. From 2005 to 2009, he was senior trade commissioner and counsellor at the Canadian embassy in Santiago. Upon returning from Chile, Mr. Fabi acted as senior departmental advisor to the Minister of International Trade for one year and then worked as director for bilateral relations with Latin America and the Caribbean until August 2013. Since then, he has directed the North America Policy and Relations Division, and is now the Chief negotiator for the Columbia River Treaty and the executive director of the Division of the U.S. Transboundary Affaris of Global Affairs Canada. He is fluent in French, English, Spanish and Russian. Mr. Fabi is married to Jany Joyal, and they have two children, Frédéric and Isabelle.
